| 説明 | ZAMBALES, Philippines -- (April 17, 2013) From right: Joint Civil Military Operations Task Force Commander Navy Capt. Rod Moore, Tapuac Barangay Captain Rafael Elamparo and a representative from the municipality cut the ribbon to officially open the Tapuac footbridge to the local barangay April 17. The project was one of seven engineering civic action projects (ENCAP) completed by Combined/Joint Civil Military Operations Task Force (CJCMOTF) units during Exercise Balikatan 2013. Balikatan is an annual Philippine-U.S. bilateral exercise. Humanitarian assistance and training activities enable the Philippine and American service members to build lasting relationships, train together and provide assistance in communities where the need is the greatest.
