New registrants were issued a plate like this but the plate was issued with a with the tab painted in instead of a tab issued.1943; California plates dated 1941 and the dated 1942 plates with the paint on tab were issued a "V" (for victory) tab to be added on top of the tab or painted tab 1942 base plate.1944; A windshield sticker was issued without the State issuing a tab to revalidate the license plate until the 1945 license plate were issued.
