| 説明 | Mike Ganley, Emergency Support Function #3 coordinator, U.S. Army Corps of Engineers, takes a look under a temporary school facility being installed in Joplin, Mo., where a massive EF-5 tornado struck on May 22. The temporary school site is being constructed as part of the Corps' critical public facilities mission to provide facilities for Irving Elementary School, which was severely damaged in the tornado (Image of Irving Elementary School). The CPF mission was assigned to the Corps by FEMA as part of the federal response and recovery efforts in Joplin. A planning and response team from the Corps' New York District is deployed to Joplin and is carrying out the CPF mission.Ganley, formerly of New York District (and formerly on the District's planning and response team), deployed to Joplin from the Corps' North Atlantic Division to be the Emergency Support Function #3 coordinator, making him the Corps' primary liaison to FEMA. ESF #3, "Public Works and Engineering," is one aspect of the federal government's disaster response plan and includes most of the emergency response missions carried out by the Corps following disasters. These include the missions the Corps is carrying out in Joplin, like the CPF mission, debris removal and the construction of temporary housing.
