| 説明 | The theme of this proposed new DC ward map, inspired by Mayor Gray's "One City" slogan, is "Bridging Boundaries." By largely stacking wards as NW-SE lines and by minimizing contiguity, this ward shatters the existing social boundaries within the District of Columbia, requiring that councilmembers work with residents of all backgrounds. The geometric pattern also looks vaguely like a rainbow flag, whose designer intended to symbolize the diversity of the GLBT community.7 out of 8 wards touch 3/4 of the quadrants. 7 out of 8 wards cross the Anacostia River. Half the wards cross Rock Creek. Almost everyone shares in the pain of redistricting (except for the immediate neighbors of existing council members). Marion Barry will again consolidate power, with Ward 8 encompassing a full range of the city: Woodley Park, DuPont Circle, downtown, the Capitol, Anacostia, and the hotel where he was arrested in 1990. Ward 2 now links three pre-Washington towns: Georgetown, Carrollsburg, and Alexandria. Five councilmembers can now demand bribes from downtown developers. Capitol Hill now commands attention from fully half the council.(Seriously, if one really wanted to practice "apartheid" and disempower DC east of the river, a map like this would be a good way of "cracking" the vote there, disempowering its residents by diluting their votes.) |
