Clarke was the founder of Branch 328 Northbrook Royal Canadian Legion, established in 1944 or 1945. The charter members, by motion and vote, named Branch 328 after Mr. Clarke in his honour. James E. Clarke was also the Church Warden of the Northbrook United Church.
