Forest Service photo by Sherry Reaves.In accordance with The Office of Management and Budget and Congressional direction, the Forest Service brought forth a new budget structure in FY 2021. Budget Modernization established a clear expectation of increased transparency surrounding how the agency presents, plans, and executes its budget. The magnitude of this change was profound and the Southern Region budget community’s dedication to support the mission was unwavering. Recently, the Southern Region’s Budget and Financial Management offices were recognized with a 2021 Regional Forester’s Honor Award for delivering a new budget structure with accountability, respect, and integrity. This contributed in immeasurable ways to a healthy work environment, improved mission delivery, financial accountability, and effective execution of priorities. “I am proud of our team for leading from the front as Budget Modernization changes unfolded,” said Emrys Treasure, acting director for the Southern Region’s Budget and Financial Management Office. Throughout countless presentations, meetings, and conversations at every level of the agency, the Southern Region’s budget community remained focused and recentered conversations back to the bigger picture which led to common understanding for employees across the agency. Some of this collective effort culminated in highly visible and innovative products like the Region 8 Budget Modernization Playbook. The Forest Service’s new budget structure is responsive and acknowledges a landscape approach. “Our role in delivering the Forest Service mission is the cornerstone upon which we build a future state of transparent priority setting, resource allocation, and accountability,” said Treasure. “In the long run, this shift aligns our budget structure more fully with longstanding values to increase interdependence and integration, which mirror the ecosystems, economies, and social settings that we serve.” The immense change represented by Budget Modernization was a tremendous challenge, added Sherry Reaves, former budget director for the Southern Region. “The budget community demonstrated the core values of the agency and worked tirelessly to ensure all employees were aware of the new budget implementation including changes in how we do business,” said. Reaves. “The impacts were felt across the agency and the budget community was key in communicating those changes across all levels and programs.” |
