| 説明 | Narrative: Six major companies own a vast patchwork of track and right of way: BNSF, UP, NS, CSX, CN, and CP. Solutionary Rail proposes that the railroad companies make good on their legal obligation as common carriers, to support the common good.One way for them to do this is to agree to a public or semi-public ownership of the electrification and transmission infrastructure – via tax-exempt entities such as the Federal govt. or some form of inter-jurisdictional collaboration of States and/or Tribes. This “Public Belt” of transmission lines above the privately owned tracks would accommodate the need for consistent electrification throughout the railroad network, despite multiple private ownership of the corridors. In turn, the railroads could be offered property tax breaks on the track and infrastructure improvements that will be necessary for higher-speed, electrified freight and passenger service. |
