説明7 March 2010. Water leaking from behind the fence in Wightman Road N4. Two photos taken by Adam Coffman - a local resident - and posted on Flickr with his permission.It seems that for perhaps 12 years ( ! ) water had been leaking from under the fence, onto the pavement and into the gutter. The flow of water increased when it rained, but this was not the main cause. Haringey council staff from the Urban Environment Department established that Network Rail and Jewson Builders Merchants are (respectively) owners & lessees of the land. They were in discussions and the problem was identified as a blocked drain. Surveyors from Network Rail thought it had probably been damaged by tree roots. Jewson hoped that clearing some of the vegetation from the drain would let it function without leaking under the fence. Adam's photos showed that this reduced the flow. Although as he pointed out:"even in its current state, the leak is slippery, unsightly and would be a real hazard for pedestrians and road users (particularly for cyclists) if there was a frost".Local councils have power to serve a Statutory Notice on an owner or occupier in these circumstances. Haringey staff began this process. But then the flow did dry up.Update 17 February 2011.On 18 February 2011, I checked with Adam Coffman. He emailed back the same day, saying that he went past on 17 February "and there was no leak". Adding: "That stretch of Wightman Road is still an eyesore with overgrown bushes and broken fences – but that is another story..."However Adam emailed me again on 27 February to say that the leak had started again. This may have been linked to heavy rain at the time.
