| 説明 | Historically, persons with disabilities have faced major physical and social obstacles that prevent them from fully exercising their rights. Recently, there has been significant progress with a paradigm shift in how persons with disabilities are treated, so they stop being seen as people who need protection and are treated instead as the subjects of rights and duties.Despite such progress, persons with disabilities continue to face serious hurdles that prevent them from fully enjoying their rights.
