| 説明 | Labor is and will be an important part of the alliance needed to gain public support for new public/private partnerships to electrify and modernize railroads. Thesepartnerships will provide highly valuable benefits to the industry. In return, it is fair to ask a new commitment to provide railroad unions and workers with family wage jobs and working conditions which promote rail safety – like minimum crew sizes and sustainable work schedules. As rail workers are the first line of rail safety, this benefits everyone.Solutionary Rail originated from a challenge from a rail labor leader, Mike Elliott of the Brotherhood of Locomotive Engineers and Trainmen, to Backbone CampaignExecutive Director Bill Moyer, to develop a green option for railroads. In response, Moyer convened what became the Solutionary Rail team, which includes Ron Kaminkow of Railroad Workers United, a cross-trades organizing group among the many craft unions representing rail labor.In July 2016, a month after a fiery oil train derailment in the Columbia Gorge, the Washington State Labor Council passed a resolution endorsing the whole concept of Solutionary Rail's proposal to electrify the country's railroads using renewable power. Railway Workers United has also passed a resolution acknowledging the “threat to the environment and the future of the planet” of continuing the dependence on fossil fuels, and calling on the railroads and rail workers unions to work together to move away from unsustainable practices – especially the hauling of environmentally destructive commodities – and work towards expanding the railroads' business prospects inareas such as mail, passengers, containers and renewable energy components.” Both these resolutions are printed in full in the Solutionary Rail book.Incredible as it seems, freight rail workers who drive the coal trains are virtually on-call at all times and sometimes drive even long trains with just one crewmember. The unions working with legislators are making efforts to change this trend.Railway Workers United has developed a fair deal agenda for rail labor. We present it as an integral element of the Solutionary Rail vision:. Bargain in good faith with the unions and share the wealth.. Establish real safety programs focused on hazard elimination, as opposed to “behavior-based safety” programs that shift the blame for accidents and injuries onto workers.. Preserve and protect the established minimum of two crew members on every train crew, to avoid stress and information overload, and to guarantee backup inemergencies.. Recognize the need for paid sick time for train and engine service personnel, a practice that has come to most industries.Put an end to crew fatigue by providing scheduled days off, as opposed to unlimited on-call requirements to which workers are now subject. Stop the use of invasive and intimidating technology such as inward-facing cameras.Stop excessive discipline and firings |
