Steven Kemp, a chemical, biological, radiological, and nuclear specialist with the California National Guard's 9th Civil Support Team, monitors sensors attached to radiological monitoring equipment in his backpack while searching for radioactive material hidden on a boat dock in Horseshoe Bay during a radiological detection drill, Jan. 30, 2019, at Fort Baker in Sausalito, California, as part of the Bay Exercise. Throughout the week-long exercise, five National Guard civil support teams from four states conducted drills with local, state and federal partners at locations throughout the San Francisco Bay area.
