説明30 September 2015. Dumping on a small patch of ground at the corner of Dawlish Road and Scales Road, Tottenham. I continue to use the free website FixMyStreet to report this and other street faults to Haringey, my local borough council.This piece of land is owned by Haringey Council and is probably the responsibility of Homes for Haringey - the Council's wholly owned ALMO - Arm's Length Management Organisation.To view the enlarged photos, please click here.I've no doubt that Veolia the Council's Waste Contractors, will now be round to clear the waste. But I'm equally sure that, sooner rather than later, someone will drag, toss, heave, dump or abandon more rubbish on this corner.In the past I've tried unsuccessfully to persuade Haringey Council that some problems need to be 'reframed' if we want solutions which 'stick'. In other words, which are not just temporary fixes.This location is an example. Because there's a pattern of behaviour - a recurring problem.So what could "re-framing" the problem involve?Well, it's fairly obvious that - even without any litter or rubbish - this small patch of land does not currently function as a pleasant green space. And hasn't done so for years.There's little greenery apart from a few weeds and overhanging branches from a tree in the garden next door. No grass; no bushes. It looks like neglected waste ground which nobody tends and where nobody cares. A Green or a Skip?The impression of neglect and a pattern of leaving waste may be encouraged by the low wall. So people use this small patch as a waste container. In other words, Haringey Council are - in effect - offering a sort of permanent street skip. And, a real street skip left uncovered, people can come along and add to it.Until it sometimes gets too full and rubbish stuff falls over the edge.Which suggests that an attractive redesign might be an option worth trying. Would people be less likely to dump rubbish on a real garden or green which is obviously cared for and maintained? ______________________________________§ A similar rubbish container a few streets away.
