| 説明 | 8 August 2014. At the junction of Mafeking Road and Kimberley Road Tottenham, a purple bag sits on one corner and a black bag on the diagonally opposite corner.The purple bag is an "official" bag of waste - swept or litter picked by a street cleaner working for Veolia - Haringey Council's waste contractor. The back bag is an "unofficial" rubbish bag - probably left there by a local resident. Veolia's system "models" and tacitly "approves" on-street casual waste dumping. What I call "the Third System".The section of Mafeking Road in the foreground of this photo runs along the side walls of gardens and homes. So there's not much overlooking. |
